In regards to child support, I received a “special notice”, something about tax refund offset/passport denial?

Q: For some odd reason, I received a letter in the mail saying I owe $141 in child support. “Notice regarding support you owe and certification for tax refund offset/passport denial”. I am confused because all my payments are up to date since it’s garnished every week. How is it that I owe if my checks are garnished and I haven’t missed a payment. Maybe I’m not understanding what this is, can someone help explain? Are they raising my child support to $141 on a weekly basis?
